前沿 /Project Origins
異常胎兒家庭的全人醫療,以及胎兒醫學人才的培育,一直是本會長期重點發展的方向。
2023年,我們串聯醫療與媒體界具有共同理念的夥伴,共同發起「拯救胎兒計劃」(Saving Life Before Birth),聚焦胎兒異常與少子化等重要議題,透過社會倡議、公共論壇等方式,提升社會對胎兒醫學與異常胎兒家庭需求的理解與關注。
2024年,為培育具國際視野的胎兒醫學人才,並將異常胎兒家庭全人醫療的理念與模式推展至海外,本會開始提供獎學金,招募兩年期全職「國際胎兒醫學臨床研究Fellow」(International Clinical Research Fellowship in Fetal Medicine),透過臨床、研究與國際交流,培養能將胎兒醫學專業與全人照護理念帶回不同國家的醫療人才。(介紹請參見下方影片)
2026年,本會進一步與禾閎廣告ESG公益行銷倡議團隊及瑟鎂科技合作推動「愛,勇敢啟航」×「拯救胎兒計劃」專案,獲得張榮發基金會捐贈新臺幣300萬元,其中100萬元作為國際醫護人員來台灣短期研修之獎學金。這份支持,不只是對拯救胎兒計畫的肯定,更讓台灣的醫療專業與公益理念,有機會透過人才培育、國際交流與全人醫療的實踐,走向更多國家,陪伴更多異常胎兒家庭。
Providing holistic care for families facing fetal abnormalities and cultivating talent in the field of fetal medicine have long been key priorities for our organization.
In 2023, we united like-minded partners from the medical and media sectors to launch the「Saving Life Before Birth」 initiative. Focusing on critical issues such as fetal abnormalities and declining birth rates, we aim to raise public awareness and understanding regarding fetal medicine and the needs of affected families through social advocacy and public forums.
In 2024, to cultivate fetal medicine professionals with a global perspective and to extend the concept and model of holistic care for families expecting fetuses with anomalies to the international stage, the Association launched a scholarship program for a two-year, full-time 「International Clinical Research Fellowship in Fetal Medicine.」 Through a combination of clinical practice, research, and international exchange, the program aims to train medical professionals capable of bringing expertise in fetal medicine and the philosophy of holistic care back to their respective countries. In 2026, the Association further collaborated with the Horizon Advertising ESG public service marketing team and Surgmate Technology to advance the「Love. Courage. Set Sail」X「Saving Life Before Birth Project」We received a donation of NT$3 million from the Chang Yung-Fa Foundation, with NT$1 million designated as scholarships for international medical professionals to undertake short-term training in Taiwan. This support serves not only as an endorsement of the「Saving Life Before Birth Project」but also enables Taiwan’s medical expertise and philanthropic vision to reach more nations—and support more families facing fetal abnormalities—through talent development, international exchange, and the practice of holistic care.
From social advocacy and talent development to international exchange, we aspire to ensure that「Saving Life Before Birth」is more than just a slogan; we aim to make it a practice that moves steadily forward and transcends national borders.
申請資訊/Application Information
(A) 研修領域與申請資格
專業領域: 來台研修主題須與「周產期醫學(Perinatal Medicine)」、「胎兒醫學(Fetal Medicine)」或「先天性結構/功能異常之產後跨團隊整合治療」相關。
申請對象: 未具中華民國國籍之國際各級醫療機構或學術單位現職醫師、專科護理師、超音波技術員或相關臨床醫事人員。
(B) 獎助辦法
獎助期限: 本案為短期臨床進修獎助,研修期間以 1 至 3 個月為限。
獎助金額: 受獎補助以「月」為單位,每人每月核發獎學金新台幣 50,000 元整。
出勤與考核要求:
受獎人於受訓期間,當月實際出勤日數須達該機構該月份「應工作日」之三分之二以上。
缺勤折半: 若受訓天數未達當月應工作日三分之二者,當月獎學金折半給付。
未達最低標準: 若單月實際出勤未達應工作日二分之一,本會保留停發當月獎學金之權利。
撥款時程:獎學金於次月10日前撥付至受獎人指定之金融帳戶。
(C) 申請文件與程序
申請人應於預計研修起始日 45 天前,備齊下列文件(英文或中文版)以電子郵件寄件至 service@tifm.tw 向本會提出申請:
個人履歷與自傳(Curriculum Vitae & Personal Statement)。
在職證明與執業執照影本(Certificate of Employment & Medical License)。
短期研修計畫書(Study Plan): 須載明研修主題、預期效益以及明確之研修起迄日期。
推薦信(Recommendation Letter): 須由原任職機構主管或指導醫師出具。
(D) 審查與通知
審議機制: 相關申請由本會常務理事會議於申請提出後一週內決議。
結果通知: 審查結果將於常務理事會核定後 3 個工作日內,以正式電子郵件通知申請人。
(E) 受獎義務與學術成果分享
受獎人享有獎助金之同時,負有下列義務:
結案報告: 應於研修結束後 15 個日曆天內,向本會繳交不少於 1,500 字之「書面研修結案報告」(含進修心得、臨床案例觀察分析與未來合作展望)。
影像/音授權: 受獎人同意於在台受訓期間配合本會進行合理之影像/音記錄,並同意本會使用。
(F) 稅務
稅捐扣繳: 依中華民國《所得稅法》相關規定,本獎助金視為受獎人在中華民國境內取得之其他所得或獎金。
受獎人一課稅年度內在台居留未滿 183 天者,屬非境內居住之個人,本會於給付時須依外國人法定扣繳率(20%)依法扣繳稅款。
受獎人實領金額為扣除法定扣繳稅額後之淨額。
(A) Fields of Study and Eligibility Requirements
Field of Specialization: The proposed training topic in Taiwan must relate to Perinatal Medicine, Fetal Medicine, or the integrated multidisciplinary postnatal treatment of congenital structural or functional anomalies.
Eligibility: Applicants must be physicians, nurse specialists, ultrasound technicians, or related clinical healthcare professionals currently employed at medical institutions or academic units outside the Republic of China (Taiwan).
(B) Regulations on Awards and Financial Aid
During the training period, the recipient’s actual attendance for a given month must meet or exceed two-thirds of the institution's "scheduled working days" for that month.
Halving of award due to absence: If the number of training days is less than two-thirds of the scheduled working days for the month, the scholarship payment for that month will be reduced by half.
Failure to meet the minimum standard: If actual attendance for a single month falls below one-half of the scheduled working days, the Association reserves the right to withhold the scholarship payment for that month.
During the training period, the recipient’s actual attendance for a given month must meet or exceed two-thirds of the institution's "scheduled working days" for that month.

Disbursement Schedule: The scholarship will be disbursed to the recipient's designated financial account by the 10th day of the following month.
(C) Application Documents and Procedures
Applicants should submit their applications to the Association via email at " service@tifm.tw " no later than 45 days prior to the intended start date of the training program, with the following documents (in English or Chinese) fully prepared:
Curriculum Vitae & Personal Statement.
Certificate of Employment & copy of Medical License.
Study Plan (for short-term training): Must specify the training topic, expected outcomes, and clear start and end dates.
Recommendation Letter: Must be issued by a supervisor or supervising physician at your current institution.
(D) Review and Notification
Review Mechanism: Relevant applications shall be decided upon by the Association’s Standing Board of Directors within one week of submission.
Notification of Results: Applicants will be notified of the review results via official email within three working days following approval by the Standing Board of Directors.
(E) Obligations Associated with Awards and the Sharing of Academic Achievements
While receiving the grant, the recipient shall be subject to the following obligations:
Final Report: Within 15 calendar days of completing the training program, the awardee must submit a written final report of at least 1,500 words to the Association (covering insights gained, analysis of clinical case observations, and prospects for future collaboration).
Image/Audio Authorization: The awardee agrees to cooperate with the Association regarding reasonable image and audio recording during the training period in Taiwan and consents to the Association's use of such materials.
(F) Taxation
Tax Withholding: In accordance with the Income Tax Act of the Republic of China (ROC), this grant is classified as "other income" or a "prize/award" received by the recipient within the territory of the ROC.
Recipients who reside in Taiwan for fewer than 183 days during a tax year are classified as non-resident individuals; consequently, the Foundation is required by law to withhold tax at the statutory rate applicable to foreign nationals (20%) at the time of payment.
The actual amount received by the recipient is the net sum remaining after the deduction of the statutory withholding tax.
